If you are applying for Estonian support to build software, the application needs something from a vendor before you can submit it: a scoped, priced, dated quote for the work. Not a rough range, and not a sales deck. A number your evaluator can check against the activity you are asking to fund.
That is the whole of this service. We scope the build, put a fixed price on it with a launch date in writing, and format it so it drops into your application. It is a focused slice of our MVP development service, aimed at companies whose funding decision comes before the build.

What the co-financing actually costs you
The number that matters is not the grant, it is what you pay after it. On a build quoted at 50,000 euros, funded at the 70 percent rate:
- Project cost: 50,000 euros
- Grant, capped at 35,000 euros: 35,000 euros
- Your own contribution: 15,000 euros
The cap binds before the percentage does on anything above 50,000 euros, so a larger build does not attract a larger grant. That usually argues for scoping the funded phase at or near the cap and treating the rest as a second phase, which is a conversation worth having before you submit rather than after.
Programmes that fund software work
Terms below are as verified on 6 September 2026. Rounds, ceilings and deadlines change, and whether your specific activity qualifies is a decision for EIS, not for us. Confirm current terms at eis.ee before you rely on any of it.
- Development grant (arendustoetus). Up to 35,000 euros, covering up to 70 percent of eligible cost, so 30 percent is yours. For SMEs on the Estonian Business Register, with de minimis aid capped at 300,000 euros over three years. Applications run on a rolling basis and a company can apply twice.
- Digitalisation roadmap support. Up to 35,000 euros, with 30 to 50 percent self-financing depending on your size and location. Requires average sales revenue of at least 200,000 euros over the previous two years, and several sectors are excluded. Custom software qualifies where it implements the roadmap.
- Cybersecurity innovation and development grant. Between 60,000 and 100,000 euros. The 2026 window closes on 15 December 2026.

If you are not applying for a grant
There is a larger and much simpler saving that applies to every profitable Estonian company, and most people building their first product do not price it in. Estonia charges no corporate income tax on retained profit. Tax falls due only when profit is distributed, at 22 percent of the gross, which is 22/78 of the net dividend.
So profit spent on building a product is taxed at nothing. Take the same 50,000 euros out as a dividend instead and roughly 11,000 euros of it goes in tax. Building costs you the 50,000. Distributing costs you the 50,000 plus the tax. That is not a grant, but it is a real discount on building, and it needs no application, no deadline and no evaluator.
